In Focus: 5G Spectrum Auctions
This week has brought us the record breaking auctions for 72 GHz of radio waves in the 5G spectrum which have generated over Rs. 1,49,623 crore in total revenue after 3 days of bidding, with the auction yet to be concluded. With the auction in its final stages, the respective shares of the four bidders contesting - Reliance Jio, Bharti Airtel, Vodafone Idea, and Adani Data Networks – will largely be along expected lines, however, the winning bid amounts have already exceeded expectations.
Drama surrounding the auction began well before the actual sale, with the Cellular Operators Association of India (COAI) - which includes Reliance, Airtel, and Vi as members - opposing the decision to allow Private Captive Networks (PCN) to use the 5G spectrum. COAI alleged there would be ‘no business case’ for commercial 5G networks if PCNs were allowed. However, these concerns now appear unfounded, with the auction revenue already exceeding both the (previous record holding) 2015 4G auction on day 1 itself.
With the entire spectrum being up for sale and only four bidders in the fray, the reserve price set by the government essentially turned out to be the sale price for most bands. The extent to which bidders would compete, and to some extent signaling of intent to other competitors vying for the bands up for sale, began with the submission of Earnest Money Deposit (EMD) by bidders. Reliance Jio led the pack with an EMD of Rs. 14000 crore, Airtel was a distant second with 5,500 crore, followed by Vodafone with 2,200 crore, and lastly, a comparatively measly 100 crore by Adani. Since bidders could bid up to 9x the EMD in the auctions, the EMDs proved a good proxy for estimating bidding strategies.
With bidding activity slowing down at the end of day 3, it appears that Jio picked up the highest priced 700 MHz band - which had gone unsold in two previous attempts in 2016 and 2021. While Vi tried to retain its few remaining strongholds in major cities, the latest, and perhaps the most interesting entrant in the auctions was Adani. While Adani splurged the least out of all bidders, it is possibly cashing in on the higher frequency (26 GHz) bands available. The recently released rules by DoT for setting up private 5G networks allow telecom companies to lease the spectrum to set up private networks. This is potentially Adani’s play in these auctions, as enterprise solutions will account for a significant chunk of the revenues generated via 5G.
As things stand, the Indian telecom market is heading towards a duopoly with Reliance Jio and Bharti Airtel swaying ahead of the pack, and this auction’s results might reinforce these beliefs. The spectrum will be allocated by August 14, and operators will roll out services in major cities by the end of 2022.

States mandated to procure 25% of energy from renewable sources
The newly released Renewable Purchase Obligation [RPO] mandate will require states to source a quarter of their energy needs through renewable energy sources such as solar, wind, and hydro by the end of this year. The long term trajectory has set the cumulative procurement target to 43% by 2030, with the bulk of the energy coming from solar. Energy storage targets have also been included in the mandate, reaching 4% by the end of the decade. Thus far, only resource rich states such as Gujarat, Karnataka, Rajasthan, Andhra Pradesh and Tamil Nadu have been able to meet their targets. Going forward, the states which miss their procurement targets will now face stiff fines starting from 25 paisa/unit initially and up to 50 paisa/unit in subsequent years.

On 21 July 2022, a Memorandum of Understanding (MoU) on Mutual Recognition of Academic Qualification was signed between Mr. K. Sanjay Murthy, Secretary (Higher Education), Government of India and Mr. James Bowler, Permanent Secretary, Department of International Trade of the United Kingdom. This is a landmark moment in India-UK bilateral relations and will facilitate smooth movement of students and academics between both countries. It is also expected that this will widen the scope of academic collaboration between Higher Education Institutions of both countries.
Indian Government proposes Health Warning for Tobacco packaging
The Government of India has proposed adding health warnings to tobacco packaging. Under the proposed new requirements, all tobacco and cigarette packets will display either ‘Tobacco causes painful death’ or ‘Tobacco users die younger’. This new regulation, named Cigarettes and other Tobacco Products (Packaging and Labelling) Amendment Rules, 2022, also requires tobacco and cigarette packs to come with a toll-free helpline, Quit Today Call Today (1800-11-2356). The new regulations are scheduled to be implemented from 1 December 2022. Each of the two warning texts is to be accompanied by different pictures. The second warning message with a different set of pictures comes into effect 12 months after the first message.
